Oh where do I even begin here, the process of writing, completing, and getting a book published is a long complicated one for newbies, but it can be done, as long as you have grit.
But if a 'Indie' type of Author, expect to get ripped off along the way by 'create a book' type of sites, ghostwriting services ect.
Everyone claims they can publish your book, for a fee, of course, this fee, that fee, this service, that service....and if not careful your book simple becomes a vehicle for everyone else to make money, except you.
And promoting your book is a whole other rip off catigory, snob class catigory..
'Oh, we'll promote your book for this fee, or that fee' on social media.
Social media, unless already famous, is the worst place to promote a book these days. Today's social media isn't what it was 5+ years ago, today all views, who sees what, it's all controlled, so don't waste your time with social media promos.
Alternative?
Promote the book yourself, in person and locally, be loud and proud about your book, use the sidewalk, interstate off ramps, whatever, to publically promote your book. Even promote your book outside of libraries, not on their property, but at the entrance, let people know your book exists, and that you the Author are real, and not some fat dude living in a Castle somewhere.
Promo's, I tell you what, if not careful you'll spend more promoting your book than actual book sales...
After some publishers take your money to publish your book, then they'll take more of your money with services claiming to promote it...avoid such places!
A good publisher will promote your book for you and simply get a cut of your sales, a sleezy one will fake pretend to promote your book (book could be selling anyways), and keep telling you 'spend more on promos', and you'll still not see any sales.
Slimy con men don't just exist on the streets folks.

To be honest with you, social media is about useless for anything anymore other than talking or writing to yourself. And gives other people content to read, or to snoop, sell adds, ect, but it's about useless now days when it comes to promoting stuff, at least for me it is.
Nothing beats real life encounters, impressions.
And it's harder for a 'rat' or 'skunk' to hide, when they have to face you in real life, and you get to see for yourself what a short putrid midget they really are.

Sometimes you just have to put yourself out there in order to draw out the 'rats'...basically use yourself as bait...real life type of crap.
Cause online they'll just hide forever while trying to sabotage your progress or reputation ect.. Online is like the matrix, but in real life, on the streets, people talk, eyes see, and rumors can be traced back to the source.
In real life, on the streets, if they don't want you to get ahead, they'll have to reveal who they are, either through the courts or other, but either way, now they're exposed, and then justice can begin.
